FORMAL COMPLAINT: FAILURE TO ATTEND TO A BLOCKED SEWER – EKURHULENI MUNICIPALITY
To Whom It May Concern, I am writing to formally express my dissatisfaction and raise a serious complaint regarding the unacceptable delay and poor service I have received from the Ekurhuleni Municipality concerning a blocked sewer at my property. On 8 October 2026, I reported the blocked sewer and was issued with reference number ***. I was assured that the maintenance team would be dispatched to my property on 9 October 2026. However, despite this assurance, no maintenance team has attended to the problem. Since reporting the matter, I have repeatedly contacted the municipality every two days to follow up on the status of my complaint. Each time, I am given the same response: that the maintenance team will attend to the matter the following day. Unfortunately, these promises have repeatedly gone unfulfilled, with no action taken to resolve the problem. Due to the continued lack of action, I escalated the matter to the call centre manager, Cynthia, and expressed my dissatisfaction with the apparent lack of urgency demonstrated by the maintenance team. I made it clear that this is not merely an inconvenience but a serious health and safety concern. I operate a daycare centre from my home, and the ongoing sewer problem poses a significant health risk to the children in our care. Sewage and waste are exposed on the surface, creating an unhygienic environment that may expose the children and other occupants to harmful bacteria and other health hazards. It is extremely concerning that, despite being informed of the circumstances and the potential danger to young children, the matter has still not received the urgent attention it requires. I find it deeply disappointing that residents are repeatedly given assurances that service requests will be attended to, only for those promises to be ignored. It raises serious concerns about accountability, professionalism, and the level of commitment shown by the municipality's maintenance personnel. It is particularly frustrating that when employees are seeking employment, they often make commitments about the quality of service they intend to provide. Yet, once employed, the level of service delivered can be completely different. This situation is both disappointing and unacceptable, especially when the health and safety of innocent children are at stake. I therefore request the following: Urgent intervention by the relevant maintenance team to clear the blocked sewer without further delay. A clear explanation for the repeated failure to honour the commitments made to me. Accountability from the relevant department regarding the handling of this service request. Written feedback confirming when the problem will be resolved and what steps will be taken to prevent further delays. I expect the municipality to treat this complaint with the seriousness and urgency it deserves. Residents should not have to make repeated calls and escalate complaints several times before receiving the basic services they are entitled to. I trust that this matter will receive immediate attention and that decisive action will be taken to resolve the problem. The continued delay is unacceptable, particularly given the health risks posed to the children attending my daycare centre. I look forward to your urgent response and a satisfactory resolution. Yours faithfully, Masello Modiga *** 669 Sophangisa Str, Nhlapo Section Katlehng Reference Number: ***

I have been trying for a few months to get my son booked to write his learners, then to do his license. I have 2 major issues with them: 1. You have to book online which is already a BIG challenge, but cannot pay online. They force you to drive there in person just to pay. 2. Then when you get there, their system is mostly down(or my timing to visit them is exceptionally poor). We normally take a half days leave because of the snails pace service and the extreme queues. Then you are faced with staff who generally could care less about the pressure we are under to get back to work or pick up our kids or some other responsibility. Who runs their network and computer systems? In the private sector, if the network went down daily for a while at some time, IT would be fired and the company would lose a vast amount of business. It is completely unacceptable in this day and age where everything us done online, but theyare offline half the time.

Concerns Regarding Electricity Disconnections and Payment Arrangements in Ekurhuleni
I am a homeowner in the City of Ekurhuleni and moved into my new home in November 2025. While my family has enjoyed living in the area, I am concerned about the City's approach to debt collection and its unwillingness to accommodate residents who are making genuine efforts to settle their accounts. After accumulating arrears of approximately R14,000, I paid R9,100 as requested by the City, and my electricity supply was restored. Shortly thereafter, I was informed that a further R4,350 remained outstanding. I acknowledged this balance and advised that I would be able to make an additional payment at the end of September 2026. Despite this, my electricity was disconnected again on 14 September 2026. When I approached the municipality, I offered to pay R2,500 immediately and requested a payment arrangement for the balance. Unfortunately, this request was declined, and I was informed that the full amount would need to be settled before my electricity could be restored. While I fully appreciate the City's responsibility to recover outstanding revenue, I believe greater consideration should be given to residents who are actively trying to meet their obligations. The refusal to accept a reasonable payment arrangement has placed a significant burden on my family, particularly my children, who rely on electricity for their education and daily needs. I respectfully urge the City to adopt a more flexible and customer-focused approach when dealing with residents experiencing temporary financial difficulties.

Poor customer services
These people send contractors to disconnect paying residents and when you get to them with proof of payment, they call contractors to reconnect you and apologize. My worry is everytime contractors are dispatched they invoice the Municipality so I am not sure if this is done deliberately or is it an honest mistake. Someone please investigate.

Total Incompetence
Good day, it is with grave concern that I write this mail…..we never asked for prepaid meters, it was your choice. This is the second time that we have tried to load electricity and be stopped by a blocked meter……we phoned the *** number on Friday the 11th of September 2026, and were told to phone *** number which was account enquiries, Their response was “please whatssap us your proof of payment and request the unblocking of the meter”. This was done and we received the response “thank you for your payment query has been escalated to the credit control team for reconnection”. Well, we kept checking and there was no unblocking…so we during the day whatsapped and phoned and additional 4 times (please go check your recordings) with no response. This after me telling your team that we run a guesthouse and require electricity. Today is Monday and it is 12:27…..no response from your team….this now becomes an issue so I escalate to Frans Senona, Dawn Couch and Nonhlanhla Sangweni…as well as counsellor Lornette Joseph and Hello Peter. I am sure you will eventually do the right thing….but bit is up to us, the public, who your are supposed to serve to make sure that there is some form of accountability.

Poor service/ wrongful disconnection
My house was disconnected for non payment of services whereas I did pay and in time. When forwarding them with proof of payment, they claimed that a file from Katlehong offices was still pending to be uploaded in the system but what amazed me is that they have a nerve to send contractors to disconnect people. They act as if they are doing you a favor to reconnect you. No one wants to take responsibility and promise you that it will never happen again. All this happened at Germiston offices.
