Poor customer services

These people send contractors to disconnect paying residents and when you get to them with proof of payment, they call contractors to reconnect you and apologize. My worry is everytime contractors are dispatched they invoice the Municipality so I am not sure if this is done deliberately or is it an honest mistake. Someone please investigate.
