Exceptional poor service

Hi who do I speak to to complain? Im paying for a 30 Meg line download speed. The service that I'm getting is at worst 1 Meg and at best 10 Meg. Reporting this doesn't help either. No one has ever investigate the issue or are interest in solving the issue.
