Webafrica Fibre ISP cant deliver what they offer

I`ve been with Webafrica fibre ISP for more than a year now with no problems. Recently they advertised high speed fibre packages via Metrofibre in the Witbank area of which after a full month of complaining and getting every excuse in the book I still don't even get half of what I'm paying for. The upgrade was done from my online account and the upgrade payment was due immediately however it seems that service is not due immediately. Metro Fibre lines are also unreliant to highspeed as heard from other clients.
