Web Africa poor service and product delivery

I had ADSL through Web Africa. For a time things went well. Service was acceptable. Then eventually, ADSL became too slow to be useful. I then upgraded to Web Africa LTE. Initially the LTE was also good, but gradually kept getting slower and less responsive, to the point where it was worse than the original ADSL. Web Africa support couldn't find a solution and recommended I find a different solution, which I did, but I chose to move to a different service provider at that point. I had the LTE for 6 months. Then Web Africa deducted an additional R500 from my account, for cancelling the LTE before a year, with their "claw-back", which becomes applicable when cancelling before a year, in which they reserve the right to charge R500. However, having the right to do so, doesn't mean they have to and one would expect that because they couldn't deliver their service within reason, they would wave this, but they didn't, even after recommending to me to find another solution, because of their inability to deliver what was paid for. This leaves a very bad taste in your mouth, not to mention the fact of the R500 going down your account as another unpleasant surprise.

I received a call from the Finance dept at Web Africa in which they explained that they agree and my account would be credited with the R500. This has not happened.
