Web africa- no refund

I completed an application for a Fibre package with web africa where Frogfoot would need to do the installation. My application after fully submitted was canceled as web africa said frogfoot does not service the area any longer. 1stly, their website should block the area if it cannot be serviced by frogfoot. 2ndly, I paid a R250 delivery fee & am yet to receive a refund since the 30th of December
