Web Africa ********** behavior

Months ago I almost signed up with Web Africa but after finding out their terms and conditions and price increase that could be added any given time, I cancelled the order. The facts are: They never started the installation, they never delivered any equipment, they never installed any fiber, they never did a site survey or assessment. Yet, suddenly they send me an account and demand I pay it or they will hand me over... Unacceptable.
