web africa bad service consultants cant help me understand why i paid 399 for 9 days

web africa disconnected my wifi on 2nd of Jan and i made a payment on 22nd of dec they now say that was for dec how can i pay 399 for 9 days which 3 days was outrage in area .my problem is they dont wanne reconnect my wi-fi course they say i must now pay for Jan how can i pay 399 for 9 days are they mad they also dont wanne refund my money
