Vandalism to cables - no security/prevention from Webafrica

I have no complaints around the actual product and speed etc. However lately. Atleast twice a month. Ive been without internet which turns out very costly on those days as I require network for my work.

These instances has been due to vandalism. My issue is towards webafrica and what they plan on preventing this? Is their safety measures or prevention? How are these cables being ****** monthly? And yet I am charged for a full month each time? I expect pro rata rebates.
