Unfair! Being charged and not yet connected ...

I signed up for their fibre package. OpenServe came to fit the fibre and I was told a router would be couriered to me within a day or two. No router yet two days later, but already I am being billed for a connection I do not even have yet! Surely this is unfair? How can I be charged with I haven’t even been connected yet and do not yet have wifi?
