There is a problem with the internet every week

There is a problem with the internet every week. I have to talk to them to sort out the issue. And everytime they blame linklayer for the outage. It takes hours to get my internet back running again. Yet they charge you a lot for their service. And they don't do anything like discounts or any other make ups for these outages.
