Router not delivered, no Fibre used

They deserve 0 rating. I app**** for uncapped Fibre that was advertised on Facebook as R19. 00 for first month. Later I ended up paying R249. 00 for delivery of a router now I had a a deduction of R549. 00 already made for this month. I haven't received any router because the delivery guy find no one on the day of delivery. I haven't used this service till now. I have made numerous phone calls to explain this but failed. I needed the Fibre, which they told me that Metro Fibre is the one available in my area. How can I pay for services that I haven't received.
