Refusing with my refund

Webafrica duplicated my accounts and when I paid on the 19th of December I paid to my line which I didn't know it wasn't active as I used my first reference I got. Since December they've been working on my refund, January the 20th was added on the list for approval by vumatel, got approved on the 30th of January, and was requested for bank confirmation that I sent. When I follow up now I'm being told my refund was added on list for approval by vumatel on the 2nd of February. Today is the 16th of February we approaching march with December query not resolved instead they keep duplicating the tickets again
