Refund unhappy client

I have been in contact with webafrica since September regarding my refund since i had fibre with Vumatel.Im being told by vumatel to contact Webafrica and now webafrica is telling me they are waiting for Vumatel to approve my request

Why is it so difficult to get a straight answer and why are they not refunding my money
