Rebait incorrectly applying to notice of cancellation date instead of cancellation date

The system that handles your Cancellations/Moving houses needs to be updated We've been trying to move houses after renting a place for a year. Installation was done in November 2020 and we did a transfer of ownership in March 2021. The system is picking up that the install date was the transfer date and that we are now within the 12 months period which triggers a penalty to have to pay for the full installation fee.. or so I thought. Turns out that even if the date is adjusted to November, I still only have a choice of either waiting till the date has passed to only be able to give notice for the cancellation, before I can even cancel. So either I have to pay a rebait and still have to pay for the whole of November, or I have to pay the Whole of November and December just to avoid the rebait. The terms and conditions stipulate the rebait is only applicable on the cancellation, not the notice of cancellation. Please rectify urgently
