Poor service

My internet is down since last week on Thursday,still is. I've reported to ISP, ISP says it's an infrastructure problem which is Vumatel's fiber infrastructure .Vumatel says its an ISP issue nobody wants to take responsibility to fix the internet. Can someone please fix my internet,remember this is not a free service I am paying for it.
