No response to my emails since 20 February 2017 but receiving lots of invoices

I am furious with WebAfrica for selling me a speed I have not been getting. If you look at the WebAfrica ticket ********** you will see I asked all the right questions to move to WebAfrica in September 2016 and nowhere was it mentioned that I need to tell Telkom to change the speed. I was under the impression that the speed was set by WebAfrica as I pay WebAfrica for the higher speed.

WebAfrica needs to refund me for the charges of the 8Mbps and 4Mbps as I have been on a 2 Mbps all along. It is WebAfrica's duty to explain exactly what their offer includes and excludes as I do not understand the technicalities of receiving internet.
