Moving house ripping people off

After I got fibre installed in my complex 4 months ago, I moved house and after speaking to a agent that confirmed that I just need to change the address, got told that I need to pay R1750 because of installation, then R809 for a rental in a house I do not stay in anymore, plus for my months rental in my new place. The agent I spoke to is adament that this is their policy. No one from their sales told me about this, and the fact they want you to stay in a place for 12 months before I am not charges a installation fee. Terrible, dumb policies to rip people off when some people need this for work.
