Internet connection and refund

I use Webafrica as my ISP, i'm disappointed that after the whole 4 days my internet is still not connected. I paid the amount which was outstanding on my account,they further debited another amount on Friday for reconnection. I contacted webafrica for my refund they told me billing team will call me,even now im still waiting. Can this issue be resolved thank you
