Getting billed for something you not using !!!

Worst service ever !!! They did installation in 2018 with the promise my area will go live 2months after installation.Only now after almost 3years my area is live and now i must pay for March/April.Never ever gave them permission to activate my line and never even received rooter.How the hell can you bill someone if they dont use the fibre at all and rooter not even connected yet !!! To get hold of them is mission impossible and mailed their billing department on 19March and no one ever got back to me.
