Fibre line not connected

Good day

I have a serious problem with webafrica fibre installers it's been 4 days now where they have been to my house and have not connected me to an available line, the first technician took a shortcut and spliced a neighbour's line and used it to connect me to it, this was fixed but since I have been without a LINE AND BILLING HAS STARTED ALREADY. Please can I have this resolved or my subscription canceled PLEASE.
