Fibre Line not being released

I moved into my new home on 1 April. I placed my order online with Mweb on 23 March. On 3 April I am informed by Octotel that the previous tenants Webafrica line will only be released at the end of April. They have already moved out and not using that line, now I must wait a month to get connected due to this issue. Why can the line not be released immediately. My router was suppose to be couriered yesterday and now will not be sent due to this issue!

Can you please release this WeAfrica line immediately?
