false advertising - Miss leading Customers

I have been a client with them for 5years. I used to have LTE with them. I received an e mail from them saying that they would pay me R 1 000.00 for upgrading to fibre. I went on to their whatsapp line as everything needs to be done via whatsapp. an agent called me, and he checked and told me that i qualify for the R 1000.00 deal. i concluded the upgrade with him. My fibre got installed and then the next thing webafrica tried debiting my account by R 653.00. i then once again had to get on to whatsapp to speak to a consultant. whole day yesterday i was transferred from one consultant to the next until it was time for them to close for the day. Today i started the process again just to be told that i do not qualify. I then tried calling they sales and managed to speak to the consultant that assisted me with the deal. this was this morning. He told me that i do qualify and that he will get his manager involved. after two hours i called again and he told me that it will be fixed in 24hrs. In the meantime, i received a mail stating that my services will be suspended until payment is made.
