Deliberately Useless to Avoid Refunding Credit

I am trying to claim back credit for downtime. I have had to explain the same story to 6 different people in 1 afternoon because they just say they will work on it and then after some time the session closes. Extremely frustrating and a very clever way to never refund money that isn't theirs.
