Cancelation and refund refusal

I cancelled my service with Webafrica beginning of March and recieved confirmation mail, the line was not cancelled and monies deducted April and May. I contact their stupid,useless watsapp chat 4 times spoke to numerous consultants and nothing in May they cancelled the line and advise they will refund the monies, upon more complaints as to when they advised the refund will be done by Vumatel I contacted Vumatel and they advised that the ISP ,Webafrica, must do the refunds, so my query is still not resolved after 3 months how useless are these people, still waiting on my own f... money they took without permission after 3 month and them saying it is done
