Billing Department not helping

I have canceled my service end Aug because we moved and they are not in our area. DO is still being taken from my credit card, I can not stop it from my side and have been logging the request for refund since September...to mo prevail.....the whatsup chqt does not work for these issue as it gets escalated every time but then the DO gets taken again and nobody ever comes back to you and you can not get through to their offices telephonicqlly
