Area not active after I paid installation fee

I signed up with Webafrica on Saturday 15 February 2025 they phoned me and said I must pay installation fee R250. ONLY AFTER payment I received a Whatsapp from them saying my area is not active. Why didn't they tell me that before I signed up? I want my money back. WORST service ever!!
