Accessing Webafrica re Intrusions

I shall put this in the form of two emails. I am seeking to resolve a matter of intrusions into my accounts.

I e-mailed the NPA as follows: "During the past year, there have been intrusions in several of my Internet accounts. In two cases, Google identified the source as IP 102.65.45.39. IP Location Net then provided a first result of co-ordinates -33.9258, 18.4232 ‘Organization Not Available’. Now look this up on Google Maps (see attached), and it is the prosecutors’ rooms in Cape Town."

The NPA rep**** to me: "Please note that the IP address provided is not our public facing IP address. The IP address belong to a company called Web Africa Networks, see below link and screenshot."

I have been involved with the NPA, which is why I want to obtain some clarity, if I can. However, while the NPA responds, Webafrica does not. I think it is important that there should be a line to Webafrica. I have tried to reach Webafrica by telephone, and by (apparently) current e-mail. I do not use a device which runs Whatsapp as they suggest, nor do two-thirds of South Africans.
