Vumatels Fees to move a box

I requested Vumatel to move the Ont box, less than 5 meters, they do not need any hardware, the new spot is closer to the box in the street, and they require a fee of R1800 to move the box. It is a *******!! Its not their main technician that is going to do the job, I believe he may work at that rate, although it will not take longer than 15 minutes to do. Where does these outrages fees come from and how are they getting away with it?
