Vumatel will not engage in having Fibre Installed in my Area

I stay In Bellville South EXT 5 for past 12 months my community has reached out to Vumatel to install fibre in our Area. Vumatel has installed Fibre to a 2 neighboring areas that is less than 5km away from my area and our Area is twice the size of these area and have a lot of students that benefit from this and will in turn benefit Vumatel.

Please can someone please help with what the critria is for Vumatel to install Fibre in our area or is Vumatel only interested in installing their Fibre in more sort after areas?
