Vumatel vs. Mweb, who is resposible?

I pay MWeb for 100mbps line bit only get 20mbps download and 40mbps upload most of the time! I am beyond frustrated! What am I actually paying for? Can Vumatel please get hold of MWeb and find out who is at fault?
