Vumatel terrible service

I moved into a house with a vumatel fibre line it's been 7 days now the line has not been activated. My ISP Coolideas say that they are still waiting for Vumatel to activate the Line. How long should line activation take I have made several calls to Coolideas but I get the same reply it's Vumatel which has not activated the line they are nothing the ISP can do.
