Vumatel Taking/*****ing my money But have no service yet

i wish i could give 0 Star vumatel is utterly useless thy just activate a fiber line on my name and bill me for it when the CPE device has no power to it as the people that lived in the house before me stole it so how can the line be activated and i must now pay when i call my is p who i will be logging another complaint about shortly thy tell me thy will log a escalation to Vumatel and the next day thy rock up at my new house dont call me to say thy coming i tell them to wait 10 min when i get there thy guy is gone and i must now phone vumatel to ask where he is i then get told the line is cut but it is according to them active explain the F*@CKing Logic of that what do i do to fix this i am getting no help and i Gave them more than enough time
