Vumatel stole my line to fix neighbors internet

Vumatel technicians stole my line to fix my next door neighbors internet. Vumatel is not addressing the problem. Standard response is log a ticket with ISP ( done number is ISP 729163) it will take 48 hours. AFTER VUMATEL STOLE MY LINE. How pathetic
