Vumatel refuses to repair fiber line

My fiber has been down since 20 June 2019 due to a break in the fiber line caused by my neighbor’s renovations.

The line went down in early June due to the neighbors renovations, and Vumatel repaired it within 3 days.

Now after this second break, Vumatel technicians are refusing to repair stating that they will not do anything more until the neighbor finishes his renovations.

I have a HUGE problem with this.

Why should I be held accountable for my neighbors actions? His renovations have NOTHING to do with me whatsoever. Secondly I have no control over him or his builders, their building schedule, what they are doing etc.

My fiber connectivity should not be at the mercy of my neighbors building plans. Vumatel needs to make an alternative arrangement to remedy this situation ASAP.
