Vumatel not completing installation

A Vumatel technician was at my client's house around 3 weeks ago and only did half the job as he did not have enough materials to finish the installation. I told him as I need to ensure someone is home he needs to call me and give me ample time to arrange that someone be at the house. He called me the following Monday at 17:00 PM and told me he was there. I explained nobody was home and I need to be notified in time to ensure someone is on site. He told me he would contact me the following morning and schedule a time. This was not done and I am still waiting.
