Vumatel network down for a week

Wifi in Brackendowns ext5 has been off for a week. I've contacted my ISP (mweb) on 3 occasions in the last week and they claim Vumatel has infrastructure problems for the last 2 weeks but there's nothing they can do but escalate the call. Network was restored yesterday for 24 hours only and off since 10 this morning again. Real in convenience. Some people actually depend on the line. Why should I still pay my Isp in full if a week without usage had past. What is the problem, when will it be fixed? Fyi, some streets in my area under vumatel is actually working...what the hell!
