Vumatel and Cell C not sure who is worse!

My battle continues with no Wi-Fi. I have requested, ordered and arranged since February 2019 with Cell C to get my vumatel up and running. Vumatel sends guys, those guys end up sitting on the doorstep doing nothing and provide feedback saying there's no Vumatel cables in the complex However that afternoon I was showed by the caretaker where the cables very obviously are running. Now, I am still waiting for the guys to return. Not sure who is responsible for the poor service. Cell C or Vumatel.
