Vuma fibre Poor Service

I app**** for installation of fibre in April this year and they said they will send someone to install the fibre and I paid R399.00 and the guy by tge name Sipho came in June and he told me that there is no infrastructure in my area. When I asked for a refund he said I need to talk to the service provider and I called the office they sending me back and forth i must call thi and i must call that nobody is taking the initiative and Ive been chatting with their agents on whatsapp by still no refund. I want my money back cause they promised that within 3 months we will have the infrastructure . Pls help
