Vuma do not want to pay my refund and they have not delivered my package

I been ****med by Vuma, please anyone who can help report this company. I signed up a montbagog and paid and they never delivered and informed them I need my refund and they have not paid it since. Please any legal person who can help as they are taking advantage of unprevaladged people. And when I call and what's upp they promise and lie that they called and never call please help where can I report this so action can be taken. Please anyone who might be reading this post
