Verge no re-instated

Vumatel installed cables in our street however they never re-instated my verge and I have sent emails, spoken to the Technician who installed the Fiber and even at a golf day they took my details but nothing. Why do I have to pay money to get the verge re-instated or even pay for legal fees to claim damage to property....no one takes ownership.
