Throttling Internet Speed Big Time

I initailly signed up with Afrihost, who uses Vumatel as there service provider. I upgraded my wifi speed from 20mps, to 40 mps. I was promised no throttling. I was trying to watch watch something on Youtube but it says no connection. I check the connectivity and it shows 14,22mps. We are getting ********** by Vumatel, promising no throttling but *********ly robbing us.
