Slow speeds

Internet connection is extremely! I pay on time and for the plan that offers me the speed required. However i seem to be getting a 1/4 of the speed im paying for? If your not able to off the speed i pay for then please inform me so that i may move my services to another provider who is capable of offering me the speed i pay for.
