Poor Service, certainly don't recommend

Vumatel service has been nothing but pathetic, it appears as per the service provider the reason behind the network outage was due to vandalism in my area. This happened last week Fri midday morning and still no recovery, does placing new cables take more then 5 days? This is very frustrating very poor service delivery yet we pay for it.
