Paying for a service that we have not been provided

Please can Vumatel speak to Webafrica. Can you collaborate and respond? It's been almost 2 months and we do not have the speed that we are being billed for. Previous faults logged are : ***97234 Busy with the forth request on the same issue. We need a resolution and a credit for a bill that we paid for a service we do not have.
