Non-contactable Vumatel

Vumatel do not provide a call centre or any way to contact them directly - we have to do it through the ISP, in this case Telkom, which is just as useless. I have been waiting for months for a fibre connection and hit a dead end every time. Tried Telkom, and tried Vumatel, only to discover they are non-contactable. Is that legal?
