No repairs only reinstallations??

I run a business from home, my fiber has been damaged and I phoned for it to be repaired (which has been done before) now it’s apparently never possible, takes five days and needs a full reinstallation!? Why would it need a full reinstall if all the conduit and everything is still in place? Can someone please explain it to me, as I would like to know how the billing process works? Seems like a money making **** to me
