No internet due to previous tenants

You guys have funny jokes.

I have moved into a unit in a complex, a unit that sustained significant amounts of damage from the previous tenants - they up and left. No one can contact them, their phones are off.

Now I am being debited for my line with Afrihost, but I cannot use the internet on that line because the previous tenants did not cancel their line. They also owe money on that line and a reason why they will not release it so I can have my account activated.

So I am paying for internet I cannot use because someone, I do not even know who they are owe money on their internet line. That line cannot be cancelled because someone I do not know did not pay their bills.
