No Fiber since contract signed 8 months ago

Our Complex signed a contract with Vumatel to be the supplier of Fiber to us. This happened around 27 June 2017. Since then I have had zero luck asking Vumatel about this as its constantly story after story on when they will start. 8 months currently and after my phone call this morning the person who eventually assisted me could not find anything on our Complex on their records... Infrastructure is already pulled to outside our Complex...
