Mounting of fibre cable against the outside wall without isolation

Is it proper to affix the fibre cable against the outside wall without isolation - a wall facing east. This was what happened to me - when I asked to isolate the cable, I was told the fibre cable can withstand the elements. Waiting 6 days now to resolve my enquiry.
